This is a vintage RPM tracker. The ordered speed of the ship is usually fine-tuned by giving the exact RPM of the engine(s) wanted to the helmsman (lee helmsman). This piece is a large visual reminder of the last speed order given and is visible to everyone on the bridge of the ship.
